He cautioned that punitive actions would be taken against officials and personals connected with election if any negligence of duty would be found.
About less presence of voter in election the EC said it is regretful that as some registered political parties like BNP not participating in election and so it became less competitive and active participation of voters became less than elections of previous times, the EC opined.
None, even the media also not reported any irregularities in election process and procedures and EC will observe the election like the eyes of media. Not considering any objection of any concerned party, ballot papers would be send to vote centers on morning of the Election Day considering the painful sufferings of the election officials, the EC added.
Ram Chandra Das, Barisal Divisional Commissioner, presided over the programme.
Mentionable upazila parishad elections would be held at seven out of ten upazila of Barishal District on March 24.
As all posts of chairman, male and female vice chairmen posts elected  uncontested at  Gournadi and Agoiljhara Upazila and the  tenure of Mehendiganj Upazila yet not ended, so election would be held on rest seven upazilas of the district.
